Since when did the GOP ever give a shit about the exploitation of women in general?
They aren't passing this law to keep hookers and johns out of town during the Super Bowl. That's why police departments have vice squads, and why the Mann Act is still on the federal books. They're passing this law as a pretense to prevent unions from busing in supporters from out of state to demonstrate against the union-busting legislation they enacted this week. It's an easy scam to figure out: when the buses filled with union protesters from Chicago and Detroit cross the Indiana state line later in the week, have the State Troopers detain all the passengers on suspicion of "human trafficking." By the time the union lawyers and the ACLU get a cease-and-desist order or bail out the protesters, the big game's over, the TV cameras are gone, and nobody's left in Indy to view the protest rally.
That's all that's happening here, let's not kid ourselves. The only time Republicans ever get excised about female sexuality is when women are choosing to engage in sexual activity of their own free will.
