They will use it.
There are plenty of empty retail stores in every city and suburb across the country. So why isn't this being done everywhere else? It would provide people in the community with jobs, and make education more accessible to youth. But I guess, well, Entitlement Reform & Our Looming Deficit Crisis™, so we can't make these kinds of wholesale investments. But it would certainly help a lot of people if we did!
