If They're Only Spying on 1.6% of Our Stuff

Then they should only need 1.6 percent of the money we're giving them.

Of course, since they've lied about everything else up to now, they could still be lying now. What seems most likely to you? Not an expert on intelligence here, but I am guessing, liars.
