Instead of trying to do it for them and inadvertently killing lots of the wrong people:
The US is running to drones every time its counter-terrorism efforts fail. On each occasion the public rage against al-Qa'ida in the Arabian Peninsula grows and its image is tarnished, and the US---via drone strikes---restores it again. In its recent actions, the US has become al-Qa'ida's public relations officer.
Of course, this could be a matter of policy working as intended because gravy, but perhaps if we sent them some money bombs that they could use to build schools and hospitals, some of them might decide they'd rather earn a living in construction, say, or as a teacher's aide, rather than as a suicide bomber. It's worth a try! Because current policy seems to be yielding poor outcomes that only benefit strongman governments, religious fundamentalists, and D.C.-area defense contractors, all of whom have a vested interest in exacerbating, not ameliorating, a state of perpetual war.
