Because the agency was never intended to serve any practical function beyond one:
You have to face the fact that the whole problem is really the blacks. The key is to devise a system that recognizes this all while not appearing to.
To that end, you could say that the agency has been a rousing success, though at an obvious social cost that the Republic can no longer afford. And while that's clearly the case, the chances of it ever going away are slim and none, basically, because there's just too much money to be made from it now.
