Whether it is a fair characterization or not, the Goldberg Act is perceived by a majority of the public as liberal Democratic social legislation, and if it fails, it is a disaster for liberalism in general and Team Democrat in particular. The 11-dimensional Zen masters in the White House have had four years to game out every possible scenario that could result from the law, and the fact that they are still making policy changes on the fly suggests that either (a) they haven't done their jobs, or (b) the law is unworkable in its present form. The good news is, there are, and have always been, alternatives!
