Sure, the Goldberg Act is going to make our terrible, overpriced health-care system less terrible and more affordable for a good many people. Hey, it worked for me! But we should also remember that to accomplish this, it effects a massive wealth transfer from taxpayers to a bunch of corporate middlemen who don't actually provide any health care whatsoever but who simply extract rents. We could save billions each year if we cut out the middlemen, no?
