One of the things that's bound to happen when you try to make bipartisan deals with people who want to bankrupt government, you end well, bankrupting the government. You just end up doing it on the installment plan instead of doing it wholesale. But either way, another failure of political will.
To be fair, raising the federal fuel tax in 2009 would have been disruptive since it is a regressive tax, but a gradual increase over several years could have been easily legislated---again, if the people who govern us could summon the will and possessed the foresight to do it. But they couldn't, because they don't.
